If your ears itch after you've been in the sea then you may have the early stages of swimmer's ear. Water and irritants in it, along with bacteria, cause infections and inflammation in the skin. This can cause itching and soreness. If this is not nipped in the bud and subsequently progresses you can end up with a full-blown clinical ear infection.
